To get a code you do, but (as I found out last night) you can win DLC cars in the auction house without needing to own said DLC. I literally just searched for Warthogs, scrolled through all of them to find the lowest buyout, and now I have a Warthog in my garage.
They might be giving them out next month as part of the weekly Forzathon challenges, but in that case I’ll just throw this one back up in the auction house.

Nope. Just had to have booted either The Master Chief Collection or Halo 5. Also a bunch of my mates got codes despite not playing any Forzas. Also Also I got two codes because I’ve played both if you want one.
